This is a selected list of my publications. Most among it are papers presented in international conferences. My first paper in an international journal appeared in 1970 when I was still very raw and I had the experience of just two years in my professional career. The work done, however, at IIP Dehradun was significant and the journal accepted our report on this work for publication in one of its issues. I also edited a bi-monthly bulletin to report progress of the developmental work done on subsystems of India's first Satellite Launch Vehicle SLV-3 at various work centers in India.

Abstract:
The information system discussed in this paper is designed around punched cards and an electric sorter for information retrieval. The mechanism of “aerial and land surveys” is described as applicable to the field of petroleum refining and conversion processes culminating in an extensive and controlled term file in the field. The principles of the survey are general and are applicable to any other technology. The problems faced in the choice of code, ultimately leading to the binary code, and the card design that can work to give a six-deep subject analytic are explained. The technique of assigning the roles of AICHE to the 10 corresponding “zones” of the card, are explained, and a practical example is given illustrating it and showing how the keywords are accommodated in these role-zones with a flexibility of approach to the same information through multiple search routes. The technique of “superimposition” of keywords in the same card as a powerful device to solve the problem of matching concept components is explained, thereby securing storage economy, simplicity of search strategy and speed of operation to deliver the goods. The article also envisages the prospect of SDI activities independent of computer hardware, showing the potential of the system under delineation to combine organizations of related technologies into a network of information centers with considerable uniformity of processing software.

Abstract:
In 1982 it was decided to computerize the indexing activities of SMIC—the Sorghum and Millets Information Center—located in the Library of ICRISAT (International Crops Research Institute for the Semi-Arid Tropics). The previously used manual indexing procedure was found to be unsuitable for computer manipulation, and it was decided to replace it by some other system which would be computer-manipulative and could represent subject contents of the documents accurately and precisely. A survey of the existing systems was made and none of them was found entirely satisfactory for SMIC. A simple indexing system has been developed which is free from any classification system and which is not limited by cumbersome postulates. In this system, keywords chosen by the indexer (who is expected to have some subject knowledge) are arranged in a meaningful sequence (a logical string). The keywords are connected by punctuation marks depicting various types of associations. The keywords are rotated to provide access through each significant keyword. The system, which is computer-manipulative, can also be used manually.

Abstract:
An important objective of SATCRIS enunciated in the project document,) is to sensitize users in Africa to SATCRIS resources, services, and capabilities. This is proposed to be achieved through a series of traveling workshops in countries of Eastern Africa during 1988 and in Southern Africa during 1989. The participants in such workshops are recognized as researchers, scientists, and academicians, extension workers, librarians, documentalists, and information scientists from agricultural research laboratories and universities. The workshops are aimed at: improving awareness of scientists and other users to resources, services, and capabilities of SATCRIS; identifying gaps in accessibility to information on five mandate crops of ICRISAT so that SATCRIS could explore ways and means to bridge this gap; building contracts libraries and documentation centers to develop and improve exchange relationships; an identifying sources of conventional and nonconventional literature for the SATCRIS database

Abstract:
The article describes the objectives of the Semi-Arid Tropical Crops Information Service (SATCRIS), a Specialized Information Analysis Center (SIAC) at the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). The database design methodology at SATCRIS is described. Services are discussed. The evolution of the SDI service of SATCRIS from a manual service to the present automated service is described in detail, and a brief analysis is presented of the nature of the SDI clientele and the contribution of two global databases, viz. AGRIS and CABI, to the SATCRIS SDI service. Global attention is drawn to SIACs such as SATCRIS to enable better funding and coordination so that the objectives envisaged in AGRIS Level II are achieved.

Abstract:
The history of the Semi-Arid Tropical Crops Information Service (SATCRIS) project, its broad objectives, and the beneficiaries of its services are described. SATCRIS builds its database by drawing information not only from agricultural databases but also from food science and biological science databases. The plan for the building of a time-series database on crops mandated to ICRISAT is indicated. SATCRIS operates an automated Selective Dissemination of Information (SDI), and conducts information searches, contributes to specialist abstracts, and conducts information analysis. Plans to build a prototype expert advisory system on groundnut (Arachis hypogaea) diseases identification and control and the objectives of such a system are introduced. SATCRIS has created a specialized database on the groundnut aflatoxin problem and plans to sensitize information users in Africa to its resources and services through participation in regional workshops.....

Abstract:
This paper looks into the establishment of a new livestock research center which would play a key role in defining and executing a CGIAR livestock strategy. It discusses partnerships for global information on animal agriculture with particular reference to a model that has been developed to provide information services in support of global research on livestock. The model envisages the creation of a global database of important national, regional and international information centers and networks providing information on livestock. This is to identify partners and seek partnerships. The specific partnerships are outlined. The success of the system described in the model is also examined.
32. SINHA, P.K. 1995. ILRI information services in support of livestock research in Africa. Presented at the First Conference of Animal Health Information Workers, 3-6 July 1995, Onderstepoort, South Africa.
Abstract:
The International Livestock Research Institute (ILRI) is the newest among the international research centers supported by the Consultative Group on International Agricultural Research (CGIAR). It has inherited mandates and resources of the two former livestock research centers of CGIAR, ILCA, and ILRAD. Information management and the provision of information services form a vital element of ILRI's activities. The combination of ILCA and ILRAD information programs is being used to develop an integrated global information service in support of livestock research. Both ILCA and ILRAD has established substantial information resources targeted at Africa. These resources, now part of ILRI, continue to serve Africa and are being further expanded to make them global in scope. The paper described ILRI information services oriented towards Africa. A special mention is made of the project of the former ILCA initiated to collect and conserve gray literature on livestock produced in sub-Saharan Africa and disseminate information among the potential users. A new information model developed and implemented by ILRI to provide support to global research on livestock is also described.

Are the Project Bulletins of SLV3 archived somewhere and still accessible to general public? I have found them cited in few publications with source cited as VSSC itself but given no other mentions I assume these are only available internally or through special request. I wish such documents were in public domain. Even recently released 'PSLV@50' book is not anywhere available to be bought. (mentioned in following)

Also looking for 'Development of SLV-3— Retrospective—Silver Jubilee Souvenir' for reference.
